The attention devoted to student test scores, teacher capabilities, and classroom educational theory overlooks one simple change that would benefit students and teachers alike: schools that transition to LED lighting will see an increase in student engagement in a safer and more efficient and eco-friendly learning environment. LED lights in classrooms have been shown to reduce eye strain and to enhance learning by generating light that is less harsh and closer to natural lighting conditions.
In today’s fast-paced operating environment, the smart use of resources is a must for successful organizations, particularly schools & libraries, which are typically under pressure to balance rising costs with ever-tightening budgets. The good news is that easy opportunities to impact the bottom line probably exist right in your school’s lighting system. With lighting costs accounting for as much as 30-40% of the average school’s total energy expenses, lighting upgrades involving high-performing and energy-efficient LED retrofits can be a quick way to improve your school’s lighting quality and performance while significantly reducing operating costs.
According to the Institute of Education Services, the average public school in the U.S. was built during the 1950s and 1960s, implying that it likely contains opportunities to upgrade its lighting to more modern, energy-efficient technology. Most facility professionals have experienced the fallout of this reality — with a single team often responsible for maintaining multiple schools within a district, personnel are typically caught running from school to school to address bulb and ballast change outs, flickering fixtures, fluorescent and HID lamp disposal issues, and other lighting maintenance needs, often in highly-trafficked or other difficult-to-access locations.
At the same time, and often due to the challenges of reduced staffing, maintenance personnel sometimes elect to replace all of the lamps and ballasts in an open fixture even though some of the change outs aren’t necessary in order to save time and money, which can result in the inefficient use of lighting resources.
A single source, capital lease-based infrastructure financing solution that allows clients to implement needed energy efficient,operating assets such as LED lighting projects with 100% taxable or tax-exempt financing. Our approach saves time and money while transferring project risk to us.
We provide a “no-cost” upfront desktop energy survey of the existing facilities. We review an initial estimate of the project costs, energy savings, reduced maintenance cost, improved lighting conditions from existing asset plans. We then provide a scope of work as your project / construction manager under a fixed fee professional services agreement to execute the project. Once engaged, we prepare a design and specifications to upgrade existing LED fixtures or bulbs; or suggest fixture replacements collectively (“Equipment”) depending upon the site conditions. We will then source fixtures or bulb replacements, source local licensed electricians (the “Installer”).
For Municipal & State projects, we will organize a competitive bidding process for Equipment and the installer costs. In New York State, government entities can simply select the Equipment on the OSG preferred vendor source website NYSID without a bid or suggest other Equipment depending on the site conditions.
GAES would then organize and proceed with a bidding process for both the licensed electrical firm (“Installer”) and other Equipment costs. GAES would provide a recommendation to the client for approval. Once approved, we would be authorized to commence the project execution phase of the project. At this point, we would decide whether to finance the project 100% or utilize existing capital for the project. We would acquire the Equipment with an approved purchase order and contract with the Installer. If we arrange the financing, the funding source will finance any rebates so as to reduce the project cost upfront.
We also offer Schools + Libraries a service contract during the warranty period, typically, 5-10 years depending on the Equipment manufacturer. For a monthly fee, we will be responsible to replace and install any failed Equipment over the life of the warranty.
